It appears so, Cloudflare has registered the domain name cloudflare-dns.com (Created on 2018-03-27), and the easy-to-remember IP address assigned to it 1.1.1.1 (one.cloudflare-dns.com) is answering DNS queries. 1.0.0.1 is also available to them. It will be interesting to see how this develops.
